[strongSwan] Version numbers

That version number scheme is compromised of the strongSwan version (left part of the /)
and the version number of the *currently running kernel* (right part of the /).

The right part is of no relevance to the code run by strongSwan. It's a legacy thing.
You're strongly encouraged to switch to swanctl.
