[strongSwan] Sending ID_DER_ASN1_GN as the ID Type in the IDi Payload

No, plain GeneralNames as IKE identity are currently not supported by
strongSwan. ID_DER_ASN1_GN seems not to be widely used, probably because
many of the GeneralName types can be handled directly using a more
specific ID payload type (RFC822, DNS, IPAddress etc).
