[strongSwan] IKEV2_MESSAGE_ID_SYNC support

I am connecting Strongswan 5.7.2 to F5 bigip. The Bigip has 2 units acting
as active/standby. According to release 5.5.2 Strongswan now supports
IKEV2_MESSAGE_ID_SYNC. However, when decoding IKE_SA_INIT and checking the
F5 logs, Strongswan does not indicate support for IKEV2_MESSAGE_ID_SYNC. Is
there anything within the config that I need to set in order to enable this
feature ?
