[strongSwan] Strongswan systemctl missing in 5.8.2?

If you are using the legacy configuration backend via ipsec.conf and
starter daemon, then the name of the systemd unit has changed with the
5.8.0 release [1] (from strongswan to strongswan-starter, which is also
the name of its package).  The strongswan unit now controls the
charon-systemd daemon, which is configured via swanctl.conf and
installed with a separate package of the same name on Debian/Ubuntu.
