[strongSwan] What adds the rule for route table 220?

Hello,

We notice that there is a rule added for routing table 220 when strongswan is running
and we create a bunch (200+, and maybe fewer) of mac-vlans.

No interfaces are configured to use strongswan at this point, and at any rate, I don't want
the rule to be added since I am using vrfs for ipsec traffic anyway, and the rule messes up
management traffic.

How can we keep this rule from being added?
