[strongSwan] tunnel up, traffic stops flowing

I have an issue with a tunnel where the tunnel is up, but after some time incoming traffic stops flowing.  All traffic is initiated from the remote end.  In order to get traffic flowing again I have to initiate some traffic to the other side.  Any ideas why this might be happening and how to correct?
