It has nothing to do with the server config.  The client is behaving
strangely.

Push, no.  Registry, no idea.  But since it's not a rekeying issue that
probably wouldn't change anything.

OK, that corresponds to the 1809 release from last year.  Maybe it's a
regression that has been fixed in 1903 (build 18362).
