[strongSwan] Dead Peer Detection and No network interface behavior

Hello All,

We have been testing Dead peer detection on Android and we have found that DPD causes the tunnel to go down when we have no network interface being up.

There is internal debate on whether this is normal behaviour. My question is simple :

- Should DPD be sent when no network interface are available ?
