[strongSwan] Unit test failure on Ubuntu package build

Hello Tobias,

thank you for the advice. I have asked the build team to enable ::1 on the docker, but it will unfortunately take a while until they get around to doing it. If that doesn't work I'll probably disable the tests.

The failing tests require ::1 to be available.  So either change the
network config on your build host, or disable the tests when building
the package (look for dh_auto_test in debian/rules).
