[strongSwan] split tunneling on android 5 & 7 (maybe 6) : no more access to "internet" when vpn launched

No special parameters. charon is unaware of system sleep, so everything it does gets interrupted and it continues doing whatever
it did when the system wakes back up. It doesn't pay attention to any timeouts of IKE_SAs that could have happened.
