[strongSwan] StrongSwan gateway configuration for client development

Hello,

I am looking into developing a bespoke IKEv2/IPSec VPN client and would
like to be able to stagger the development effort to help minimise risk.
Ideally, I would like to decouple development of the protocols from the
cryptography, authentication and key exchange.

Is it possible to put a development StrongSwan VPN gateway into some sort
of insecure "null" configuration where IKE/ESP can be tested independently?
