[strongSwan] EAP_ONLY_AUTHENTICATION

Hi,

I am using strongswan for IKEv2 (charon).
The node with strongswan acts as initiator. Peer is cisco.

In the ipsec.conf file, I have set the authentication method as psk.
    [ authby=secret ]

Still, in the IKE_AUTH Initiator request, EAP_ONLY_AUTHENTICATION type is
sent as 'Type Payload: Notify'.
Shouldn't this be sent only if eap is enabled in the leftauth field?
