[strongSwan] ANNOUNCE: strongswan-5.1.2 released

Hi,

we are proud to announce strongSwan 5.1.2, the latest stable release
offering a lot of new features, e.g. NTRU Encryption as a fast but
strong post-quantum computer key exchange algorithm and a new modular
configuration architecture backwards compatible to strongswan.conf.
