[strongSwan] charon.plugins.eap-radius.nas_identifier doesn't work

Having the nas_identifier in the root of the eap-radius section is
supported in legacy configurations only, that is if you specify a single
server directly in that section.

With the introduction of support for multiple servers, server
configurations have gone to "servers" subsections. If you have
configured server addresses in such a subsection, you'll need to put the
nas_identifier in that subsection as well. This implies that you
can/must specify the nas_identifier for each server.
