[strongSwan] Query on multiple instances of Charon daemon

If you run your OS on all cores, no. You may not run more than one
charon daemon per OS instance.

Even if you'd manage to get multiple charon processes running, I don't
think there would be any benefit. charon should scale very well to
multiple cores, already taking full advantage of multi-core systems.
