No.  XAuth is a concept of IKEv1.  strongSwan VPN Client currently
supports the superior IKEv2 protocol only (this has several advantages,
for instance, MOBIKE allows a mobile device to move between WiFi and 3G
without interrupting the VPN).  Now, with IKEv2 you can use several EAP
methods to authenticate users with username and password (EAP-MD5,
EAP-MSCHAPv2, EAP-GTC).  A server config that uses this option is listed
on [1].
