[strongSwan] DPD [lack of] interoperability between strongswan and Cisco IOS

I've pushed a patch to [1], keeping the vendor ID task for the full
Main/Aggressive mode. This should fix the detection of these late vendor
IDs sent by Cisco IOS. Let me know if that works for you.
