Hm, after thinking about this issue one more time my assumption is
probably wrong; the ID payloads are sent anyway if you have a specific
protoport defined.

Error code 651 translates to "Your modem (or other connecting device)
has reported an error.". That doesn't help much, so I don't have any
idea what could be wrong.
