Actually we require this behavior in case of SAE.

UE ----ePDG-----PGW

So here IPSEC tunnel is established between UE and EPDG.

If i remember well,
a IPSEC tunnel is not required on UE to IMS communication in LTE/VoLTE.
The mme should accept emergency attach, and then the UE connects to the e-cscf throught the p-cscf (using an emergency apn).

Hi,

With emergency call, I mean if user is not authenticated or SIM is not inserted, still a IPSEC tunnel shall be created.
Let me put reference for section 6.1.5.1.1 from 33.234 IEEE specs.
