[strongSwan] Query reagrding emergency call

If i remember well,
a IPSEC tunnel is not required on UE to IMS communication in LTE/VoLTE.
The mme should accept emergency attach, and then the UE connects to the
e-cscf throught the p-cscf (using an emergency apn).
