[strongSwan] Android config file location

Hi John,
the strongSwan VPN app does not offer a PSK mode on purpose because
this particular mode is very vulnerable to man-in-the-middle attacks
when used with weak PSKs. With EAP the VPN gateway has always to
authenticate itself first, so potentially weak EAP passwords can be
used with a trusted gateway.
Since the Android app does not use stroke, no ipsec.conf configuration
file is available.
