I tested this with 4.6.4 and it does work fine.

While I was testing this, I noticed a weird thing. After upgrading
from 4.5.2 to 4.6.4, one of the machines did not work fine with
left=%any (another machine worked). Multiple "ipsec restart" did not
help. A reboot fixed the issue. I am wondering whether it could be
possible that a cache entry remains in spite of multiple "ipsec
restart"?
