Linux 2.4 does not have an IPsec stack. You'd either have to use the 2.6
Netkey backport , or the KLIPS stack from the FreeSWAN project.
Our 2.8 release comes with KLIPS support, see README, but it isn't
maintained actively anymore from our side. Using the Netkey stack allows
you to use 4.x releases with IKEv2 support. 4.x has _some_ support for
KLIPS, but it isn't used very actively.
