[strongSwan] ipsec auto in Strongswan 4.5

Hi Daniele,

strongSwan 4.x got rid of the awk auto script and uses starter
instead. If you add, modify or remove a connection then just
execute

  ipsec update

and the changes will be uploaded to pluto.
