[strongSwan] why my can not get the ip from dhcp server

Tks a lot.
when I add the [next-server 10.1.0.11] to the dhcpd.conf of dhcpserver,
i got it work.
it is really the problem.
but why we must need this parameters, it is the next server ip address.
or i just make a misunderstand of this parameter?
