[strongSwan] ANNOUNCE: strongswan-4.4.1 released

Hi.

I am currently preparing a security bump for the 4.3.6 and 4.4.0 packages in Gentoo
using the supplied patches but at least the 4.4.0 patch does not cleanly apply and
fails at ietf_attributes.c (libstrongswan/credentials/ietf_attributes). Could you
please have a look at the patch and correct it?
