We currently don't raise such an alert for IKEv1, and I agree that it
would make sense to do so.

I don't think that we'd need a new alert type, raising the existing
ALERT_PROPOSAL_MISMATCH_IKE would be fine for IKEv1 Main/Aggressive
Mode. A listener can identify the IKE version if required, so I think it
makes sense to share the same event type for IKEv1/v2.
