[strongSwan] UDP encapsulation

Hi Athira,

ESP-in-UDP encapsulation is automatically selected when a NAT situation
is detected via the hash values in the IKEv2

   NAT_DETECTION_SOURCE_IP and NAT_DETECTION_DESTINATION_IP

notifies. A UDP encapsulation can be enforced by setting

   encap = yes

in a connection definition in swanctl.conf.
