[strongSwan] Translating ipsec.conf to swanctl.conf: A script to do that

Hello list,

I developed a script to translate ipsec.conf to swanctl.conf syntax files.
It is available in a Gitlab repo[1] and is written in Python3, has no external
dependencies and is licensed under the GPLv3.
You're free to use it.

I just added a link to it to the user wiki page.

Please let me know if there are any issues with it.
