[strongSwan] OPNsense disable load of addrblock plugin

That only works if modular plugin loading is enabled and that config
snippet is included in the strongswan.conf file actually loaded by the
daemon (see e.g. [1]).

You'll definitely have to restart the daemon to load a different set of
plugins.
