[strongSwan] Direct inclusion of certificate string in python client is failing

I'm trying to directly load certificate data into a connection
configuration dict in python with the following structure:
```
{ "my_conn": { "local": {"cert": {"data": <CERTIFICATE STRING>} } } }
```
This is not working. How can I change it to work? We are doing this
because out infrastructure passes around certificate strings and not files,
but there is less documentation around for this use case.
