[strongSwan] ErrorNotify plugin

Hello

We started using the ErrorNotifyPlugin.

I have noticed that sometimes the charon.enfy does not get created.
Note: the VPN tunnel is up and running

Prototyping strongswan ErrorNotifyPlugin
   Location of information files:
      /var/volatile/run/charon.enfy
      /var/volatile/run/charon.pid

int EventMonitor::MakeConnection()  sun_path=/var/volatile/run/charon.enfy.
int EventMonitor::MakeConnection() connecting failed: No such file or directory.
static void* EventMonitor::EventMonitorHandler(void*) not connected to charon.

Note: the pid file is ok
root at wglng-17:~# more /var/volatile/run/charon.pid
8212
