[strongSwan] strongswan conf directory change

Hi Amit,

Somehow I missed the email initially in my inbox, sorry about that.

Today I look back at the configuration of my Strongswan, it's modifiable
via --sysconfdir=<PREFIX>/etc

You can give anything in your <PREFIX>, but according to Strongswan
manpage, "/etc" is strongly recommended.
