[strongSwan] Using kernel-libipsec+kernel-netlink

Hi,
I need some assistance in implementing the below solution, i can't seem to
be able to find out how to use/enable kernel-libipsec+kernel-netlink.

Strongswan version is

Linux strongSwan U5.3.5/K4.4.0-62-generic
