If a developer wanted to work on this, would it be better to do it with
the existing NetworkManager plugin code or to create something new for
this purpose?

Are there any developer APIs that should be used to start and stop
connections (e.g. over DBus or using Python or something) or should it
only be done by invoking the ipsec command?
