Yes, the plugin is enabled.  But it is not included in the default
plugin list that's used by charon-xpc (which is hard-coded for some
reason [1]).  You could try setting `charon-xpc.load` in
/usr/local/etc/strongswan.conf to the current list plus eap-gtc.
