[strongSwan] HALF_OPEN_IKE_SA_TIMEOUT

Hi,

I am seeing that the macro HALF_OPEN_IKE_SA_TIMEOUT with value 30 is used
as timeout value for IKE_DELETE job.

1> Why this macro is used?
2> Why the value is set to 30 sec?

I am not able to find any info about this macro in internet.
Could you please clarify the above questions? Thanks.
