[strongSwan] Why strongswan is not included in linux distribution ..!

Hi ,

I have seen many things regarding differences between openswan and
strongswan, strongswan having rich list of features compared to openswan,
but why still openswan is included in linux distribution, why not
strongswan. Can anyone help ?
