[strongSwan] Setup StrongSwan as server for client connections

I'm running StrongSwan for site2site VPN connections.
It works fine.

I have a client who cannot use site2site.

How do I setup StrongSwan to act as server?

This is a usual config for site2site at my end:

conn testVPN

        left=342.15.223.11

        leftsubnet=10.0.1.9

        leftid=342.15.223.11

        leftfirewall=yes

        right=131.32.43.12

        rightsubnet=131.32.43.12

        rightid=131.32.43.12

        auto=start

        closeaction=restart

        dpdaction=restart

        ike=3des-sha1-modp1024

        esp=3des-sha1-modp1024

        keyexchange=ikev1

When starting it up and cannot connect, as it is expecting site2site and
cannot reach the other end.
