This error message originates from src/libcharon/plugins/dhcp/dhcp_socket.c
It's generated after a sendto failed. Judging from sendto(2):

   The  output queue for a network interface was full.  This generally indicates that the interface has stopped sending, but may be caused by transient congestion.
   (Normally, this does  not occur in Linux.  Packets are just silently dropped when a device queue overflows.)

You have a problem sending your packets. Try netstat (netstat -planou)
and check the Send-Q.
