[strongSwan] ubuntu 14.04 testing environment

Do all tests pass?   I had 30+ fail using strongswan-5.3.0tarball + this 
patch.

What fails isn't obvious.  Looking at one test I was interested in, 
net2net-cert-sha2, it looked like the test actually did pass (or I just 
can't find the failure.)  I did notice 9 plugin features couldn't be loaded:

testresults/ikev2/net2net-cert-sha2/moon.daemon.log

May 21 16:02:03 moon charon: 00[LIB] unable to load 9 plugin features (9 
due to unmet dependencies)

I looked at a few more that failed, and noticed the same type of message 
in the daemon log e.g.:

testresults/ikev1/multi-level-ca/moon.daemon.log

May 21 14:33:48 dave charon: 00[LIB] unable to load 11 plugin features 
(11 due to unmet dependencies)
