To avoid the typical dependency related issues (like having libreswan 
already installed, or your config files not being tracked by yum) and 
SELinux related woes (as commented by someone else) why not grab 
StrongSwan RPM from EPEL ?

Of course you now have a third party repository problem instead and this 
may not be an acceptable solution but just wanted to put it out there.
