[strongSwan] strongSwan, swanctl and systemd

I've done some initial work for a native systemd based strongSwan IKE
daemon. It directly uses the systemd libraries, and currently features
notifications and native journal logging. swanctl has been slightly
improved for that kind of setup.

The git branch is available at [1], we've planned to merge these changes
for 5.2.1. A short introduction of the new daemon is available at [2].

There are other cool things we could do with systemd, for example socket
activation. Not sure if it is worth the effort, so that currently does
not have much priority for me.
