[strongSwan] Wireshark Duplicate Packets question

Hi,
 I've been looking at a lot of wireshark traces of my traffic from my
handset to the VPN in order to diagnose an issue I'm having on wlan0. I see
a lot of duplicate packets, but I haven't seen a good explanation as to
what's causing this. The timestamps are off by an order of microsecs, but
the packet contents are exactly the same.

 Any ideas? The ESP sequence numbers are exactly the same.
