[strongSwan] Bug in swanctl

Looks like the UNIX socket to communicate with the daemon is not
available. Please check that:

      * The IKE daemon is running
      * The vici plugin is enabled, loaded and running (see startup log)
      * There is no startup error regarding that vici socket, and it
        gets created in the mentioned path.
