Hello Bradley,

There are diverse reasons for this. The first one is, that  the responder doesn't have a fitting configuration for the request. There are more, but I don't know them all.
Check the configuration of both sides (Especially the DNs of the certificates, if there are any used, and the IDs, as well as the ike and esp settings).
