[strongSwan] Network Manager or alternatives?

I had a look at the NetworkManager plugin, it seems a bit limited for
two reasons:

a) no IPv6 in the GUI

b) it doesn't appear to allow the user to control the connections
already defined in /etc/ipsec.conf

Can anybody comment on alternatives or on the future of this plugin,
e.g. are there any enhancements already in active development?

I have StrongSWAN working well with /etc/ipsec.conf but it would be
really useful to allow the users to see their own IPsec status and maybe
manually stop or start the connection

I prefer to keep all the config in /etc/ipsec.conf so that the machine
will connect to the VPN on boot even if the user is not logged in
