[strongSwan] How to blacklist plug-ins or change priority?

Hello,

is it possible to blacklist plug-ins to avoid loading them at run time?
I wish to build strongswan once and use it on both a system which
supports kernel-netlink and a system which only supports
kernel-libipsec. When enabling both kernel-netlink and kernel-libipsec
in 5.1.1, the kernel-libipsec plug-in will automatically be used on both
systems.
