[strongSwan] ipsec.secrets file coded in unknown format, discarded

This is logged if the pem plugin fails to parse the private key file.
Make sure the file you configured in ipsec.secrets is actually a valid
PEM encoded file.  If that is the case, you could try increasing the log
level for the ASN log group (see [1]) to debug this further.
