[strongSwan] Logwatch script for Strongswan

Good morning everyone,

I finally got sick of the fact that Logwatch didn't have any facility to colate all the Strongswan entries in my log files so I decided to write a plugin myself.  I thought it might be of use to at least a few other people.  Note, this was developed and tested only by me on one system (Fedora), so your mileage will vary.  Enjoy!
